Others present for the meeting were:   Alan Rusch – Ellsworth County Independent/Reporter; Theresa Staudinger – City Attorney; Bob Doepp – Wilson Police Chief; Ted Soukup – City Superintendent; Jonathan Lawrence – part time Wilson police officer;  and Susan Kriley – City Clerk.

 

CALL TO ORDER-
Mayor Larry Ptacek called the Regular Meeting of the Wilson City Council to order on Monday, November 20, 2017 at 7:00 p.m.

 

APPROVE AGENDA-
Lorie Taylor made a motion to approve the November 20, 2017 agenda.  Darcy Hubka-Vopat seconded the motion and it carried.

 

MINUTES-

Cindy Heinze made a motion to approve the November 6, 2017 regular meeting.  Lorie Taylor seconded the motion and it carried.

 

REPORTS:

BILLS AND PAYROLL-

Gary Everett made a motion to approve the November 20, 2017 bills in the amount of $5,709.12 and November 16, 2017 payroll in the amount of $8,721.16. Steve Claussen seconded the motion and it carried.

 

DEPARTMENTS:

CITY SUPERINTENDENT WITH TED SOUKUP-

-          One grave interment

-          Sweeping streets

-          Read water meters

-          KDHE water on-site review (done every three years) – no violations

-          Meeting with engineers for sewer lagoons

 

 

 

CITY CLERK WITH SUSAN KRILEY-

-          Cindy Heinze made a motion to approve the $950.00 charge from Jayhawk Software Company to perform a needed interface upgrade to the two water meter handhelds.  Gary Everett seconded the motion and it carried.

 

POLICE CHIEF WITH BOB DOEPP-

-          No new information

 

COUNCIL-

Steve Claussen made a motion to install a street/security light south of the school (at the school’s request).  Cindy Heinze seconded the motion and it carried.

 

Cindy Heinze reported that she would like to add the Harry Jo Proveaux/Templeton house to the Board of Health list of properties to evaluate.

 

A note will be placed on the January 10, 2018 utility billing to extend the voting on the 7a-noon-6p whistle.

 

Gary Everett made a motion to accept the 2017 audit bid from Gudenkauf & Malone for $6,900. Cindy Heinze seconded the motion and it carried.

 

Gary Everett made a motion to accept the pay request #1 from Lochner for a partial payment for the construction phase of the Hunter Estates- $3,058 pending receiving USDA funds (if applicable).  Lorie Taylor seconded the motion and it carried.

 

FIRE- Gary Everett reported that the Fire Dept’s base station is in need of repairs.  It was purchased in 2003 for approximately $7,000.    The Fire Dept is requesting it be temporarily fixed (by Prairie Communications for $1,145) with Fire Chief Larry Langerman pursuing grants for a permanent base station.  Cindy Heinze made a motion to accept the bid from Prairie Communication for $1,145 for the temporary fix.  Steve Claussen seconded the motion and it carried.  Gary Everett made a motion to purchase two backup batteries for the base station at $250.00 each.  Cindy Heinze seconded the motion and it carried.

 

BOARD OF HEALTH- 2504 AVE E PICTURE ROCKS LTD-DANIEL ERDMAN-

Cindy Heinze made a motion to approve the draft letter to be sent to Picture Rocks Ltd- Daniel Erdman indicating that he failed to comply with the agreement of the original board of health-council direction.  Lorie Taylor seconded the motion and it carried.  Steve Claussen made a motion to approve the advertisement searching for a qualified stonework person.  Gary Everett seconded the motion and it carried.

 

UNFINISHED BUSINESS:

HUNTER ESTATES DEVELOPMENT-

Hunter Estates development (infrastructure) Phase I – near completion.  Wilson Economic Development Corporation will pursue funding for natural gas and projects for the development.

 

DEPARTMENTS:

Susan Kriley reported that she presented Wilson organizational projects in process to the Wilson Junior High and High School staff and students.  Her presentation included contact information for each of the committees.
